Photoshop Elements (the consumer version) came with both of my tablets. Regular Photoshop (CS3, etc.) is the professional version.
Elements is definitely cheaper, but CS3 has more, plus there's a 30-day trial of it at adobe.com.

Otherwise, hunt on eBay for a used copy for dirt-cheap. Hope that helps. :)
